The project plots overall strategies, consolidates inter-agency and industry-government-academia resources, and promotes current and interdisciplinary missions according to the "2021 Technological Program Top-down Cloud Generation Industry Digital Transformation." The overall digital transformation goals of MSMEs are implemented with the aid of communication and coordination based on mutual and ongoing feedbacks and adjustments throughout the three works of "policy planning and evaluation," "resource consolidation and management," and "task and topic promotion."

The project aims to achieve specific and measurable outcomes of MSMEs transformation as well as carry out the accumulation, enhancement, and spread of project data and experience.
