The program meets the moda’s policies including “industry innovation and development,” “expanding economic and trade scope,” and “creating a high-quality business environment” as well as the Executive Yuan’s “Digital Nation and Innovative Economic Development Program.” As commercial 5G rollout and the cloud gaming grows in popularity, the government estimates strong revenue growth in the future. However, tech giants’ entrance into the market has impacted Taiwan’s gaming industry while technological popularization and convenience have contributed to the rise of cyber-attacks. Meanwhile, as Taiwan’s telecommunication providers launch 5G services, the number of gamers has increased, leading to the rise of new developments and business models and opening up opportunities for the industry to advance. Thus, the government must enhance the industry’s development environment and reinforce relevant industries' cyber security awareness by adapting regulations and management mechanisms to respond to future developments and emerging business models.

The program includes the following two strategies:

1. Build a base environment for digital innovation, assist the domestic digital game industry, and create a friendly and high-quality business environment
2. Improve the gaming industry’s research and development and content production capacity through the Digital Economy Advancement Action Plan and enhance competitiveness
