Public-Private Partnership Launches S.A.F.E. Lab to Advance Anti-Fraud Technologies and Strengthen Financial Cybersecurity

To address the growing sophistication of fraud tactics, the Ministry of Digital Affairs (MODA) continues to advance digital finance innovation and the development of technology-driven anti-fraud solutions. On June 30, 2025, MODA held a press conference at the digiBlock C Digital Innovation Base in Taipei to officially announce the launch of the S.A.F.E. (Security and Anti-Fraud Environment) Lab, a public-private partnership (PPP) initiative.


The Lab was jointly established by the Ministry of Digital Affairs (MODA), E.SUN Financial Holding Company (E.SUN FHC), the Taiwan FinTech Alliance, Chunghwa Post, Google Cloud, LINE, and other key partners. With venue support from MODA—specifically through the provision of its digiBlock C Digital Innovation Base—the Lab was envisioned as a cross-sector, interdisciplinary platform for technology-driven anti-fraud collaboration. MODA also intended to coordinate inter-ministerial resources in alignment with the Lab’s evolving development needs.


Minister Yennun Huang emphasized that since its establishment, MODA has pursued a dual-track strategy focused on strengthening digital financial security and fostering technological innovation. In 2023, the ministry funded the Smart Finance AI Anti-Fraud “Eagle-Eye” System Development Project and facilitated the creation of the Eagle Eye Anti-Fraud Alliance, enabling member institutions to leverage AI models to detect suspicious banking activity and build a robust financial safety net.


In 2025, MODA further supported E.SUN FHC and the Taiwan FinTech Alliance in establishing the S.A.F.E. Lab. The Lab aimed to enhance real-time detection of abnormal transactions and suspicious accounts through shared data resources, algorithm optimization, and technical validation—marking a milestone in public-private cooperation on AI-powered fraud prevention.
During the press event, E.SUN FHC presented the results of the “Financial Clean Room” project, led by the Taiwan FinTech Alliance. This initiative integrated cross-institutional data analysis and completed pilot collaborations with CTBC Financial Holding and Chunghwa Post in the first quarter of 2025, demonstrating the practical feasibility of joint fraud prevention mechanisms. The S.A.F.E. Lab also planned to engage in technical collaboration with Google Cloud to introduce advanced AI capabilities such as behavioral analytics and graph computing, accelerating the deployment of innovative solutions.


Beyond R&D, the S.A.F.E. Lab was positioned as a collaborative platform for industry exchange, providing a controlled environment for startups and financial institutions to conduct pilot testing and simulations. The Lab promoted open data collaboration, co-creation of technologies, and resource sharing to strengthen Taiwan’s overall fraud prevention ecosystem. Initial partners included E.SUN FHC, CTBC Financial Holding, Chunghwa Post, and Google Cloud. The initiative was expected to expand to include additional cloud service providers, cybersecurity firms, and fintech startups to jointly build a trustworthy digital finance environment.
MODA noted that the S.A.F.E. Lab would focus on practical applications such as high-risk account detection and early-warning mechanisms for potential fraud victims. The ministry also encouraged the public to remain vigilant against cybersecurity threats and to prioritize financial institutions that had adopted robust anti-fraud systems—working together to safeguard financial assets and public trust in the digital era.
