DeepSeek Prohibited in Government Agencies to Prevent Cybersecurity Risk

Regarding national cybersecurity concerns, the Ministry of Digital Affairs has issued a special warning advising government agencies and critical infrastructure entities to restrict the use of DeepSeek AI products. This measure aims to prevent user-related data or information transmission through AI products with security risks, thereby mitigating potential threats to national cybersecurity.

The Ministry of Digital Affairs stated that, according to the Executive Yuan's guidelines on using generative AI by government agencies and affiliated institutions, officials are prohibited from providing generative AI with confidential government information, personal data, or any information not authorized for public disclosure. Additionally, public officials cannot ask generative AI questions about classified business matters or personal information. Since DeepSeek AI is a Chinese product, rising concerns exist over cross-border data transmission and potential information leaks. Therefore, Deepseek is classified as a product that poses risks to national cybersecurity. Taiwan has enforced restrictions on the use of cybersecurity-threatening products since Executive Yuan's 2019 announcement of the "Principles on Restricting the Use of Products That Endanger National Cyber Security" to prevent uncontrolled exposure of internal government information that could lead to security threats. These regulations mandate that central and local government agencies, public schools, state-owned enterprises, administrative corporations, and self-operated or outsourced public venues restrict the use of such products that may threaten national security. Furthermore, the competent central authorities overseeing specific industries must ensure that critical infrastructure providers, as defined under the Cyber Security Management Act and government-funded foundations, adhere to these restrictions.

The Ministry of Digital Affairs also emphasized that employees should not use government computers and network equipment for non-work-related activities during office hours. Given the critical importance of government cybersecurity, the Ministry will continue to monitor technological developments and modify security policies accordingly to safeguard national cybersecurity.
