Ministry of Digital Affairs and Local Governments Join Forces to Usher in a New Era of AI-Powered Governance
To accelerate the development of innovative governance and digital transformation, the Ministry of Digital Affairs (MODA) co-hosted the "2025 Information Manager Joint Conference – Local Group Session" with the New Taipei City Government on April 18. Centered on the theme "Empowering Services by AI," the event focused on the practical application of generative AI within government agencies. Through policy briefings, technical exchanges, and hands-on demonstrations, information managers of local governments were guided in understanding the latest AI trends to enhance agencies' digital governance capabilities at all levels.
Minister Yennun Huang and Deputy Mayor of New Taipei City, Ho-Jan Liu, jointly attended the event and extended appreciation to Information Managers from Taiwan's local governments for their ongoing efforts to advance smart governance. Minister Huang emphasized that, in response to the rapid evolution of AI, MODA has laid the foundation for national AI development by focusing on five key policy tools: computing power, data, talent, marketing, and funding. The Ministry has also promoted the integration of AI into daily operations at all levels of government to boost administrative efficiency and service quality. Last year, the Ministry launched the "AI Skills Training Program for Civil Servants," combining training with technological adoption to help the public sector become familiar with AI tools. This dual-track approach has already enhanced government efficiency and improved citizen services—showcasing the real-world benefits of AI in public governance.
During the event, MODA introduced key highlights from the Public Sector AI Playbook," covering implementation procedure, data governance, and impact assessment frameworks. The reference aims to serve as a practical guide for agencies in developing their AI projects and help ensure smooth policy implementation. AI experts were also invited to lead hands-on sessions, equipping local information managers with the essential skills to apply AI in project proposals and administrative processes and enhancing their ability to convert technical solutions into action.
The New Taipei City Government shared its achievements in smart governance, including establishing an "AI Resource Pool" and a "Crisis Early Warning System," demonstrating the tangible impact of AI in urban management. Attendees also visited the National Center for Film and Audiovisual Culture and the Criminal Forensics Center to witness the application of AI in digital archiving and forensic intelligence.
The Ministry stated that AI is improving administrative efficiency and enhancing the user experience in public services. Moving forward, the Ministry will continue to use this joint conference platform to strengthen collaboration between central and local governments and promote the development of a people-oriented digital future.
