The Ministry of Digital Affairs (MODA) stated on June 2nd that, in response to Google's announcement of suspending its trust in Transport Layer Security (TLS) certificates issued by Chunghwa Telecom by its latest Chrome Browser beginning from August 1st this year, it has received relevant intelligence in advance and has already proactively deployed dual certificates' mechanism. Starting in March this year, the Ministry has launched a dual certificate mechanism for government websites, incorporating certificates issued by domestic certificate authorities (CAs) in compliance with public trust root standards. The Ministry stated that this mechanism ensured government websites continue to function securely across all mainstream browsers, safeguarding uninterrupted browsing experiences for the public and upholding the stability and trustworthiness of public digital services.

The MODA explained that according to the contents of Google's announcement, the modification of trust policy applies to certificates issued after August 1st this year; therefore, TLS certificates issued by the Government TLS Certificate Authority (GTLSCA)  before the date will remain valid, and operational during their one-year validity period, as well as unaffected by the modification. In other words, the public can continue to assess government websites via Chrome with complete security without encountering browser warnings or display errors.

The Ministry stated that it has gradually introduced domestic Certificate Authorities (CAs) to strengthen the continuity of overall website services and ensure international trust compatibility since March. This ensures that even if specific browser environments no longer trust existing certificates; websites can seamlessly switch to trusted alternatives. Meanwhile, the Ministry has also provided technical support and operational guidelines to help government agencies complete system configurations and compatibility testing, preventing service interruptions or public confusion caused by technical discrepancies. These efforts further strengthen the foundation of trust in the government's digital governance.

The MODA emphasized that, in response to the ever-changing trust policies of global browsers, the government has adopted cautious and pragmatic attitudes, drafting comprehensive countermeasures ahead of the policy's effective date. This preventive measure demonstrates the government's firm commitment to uninterrupted digital public services. The Ministry will continue to refine its certificate policy and technical implementation, reinforcing the capabilities of government websites in information security, cross-platform interoperability, and global integration. The efforts of the Ministry ensure that the pu can easily access governmental digital services, regardless of their location, and have stable, convenient, and trustworthy digital experiences.
