In 2025, Facing the Ocean will hold the first official event for exchange of ideas and invite civil servants and the Taiwanese, Japanese, and Korean citizen technology communities to gather in Kaohsiung to explore opportunities for the future

On September 12, citizen technology implementers from Taiwan, Japan, South Korea, and other countries will gather in Kaohsiung for Asia's unique citizen technology event "Facing the Ocean". The Ministry of Digital Affairs arranged a dedicated "Transnational Civil Service Networking Session" during the event, inviting government partners and the community to jointly face institutional challenges, share practical experiences, and explore new possibilities for public-private partnerships.

The Ministry of Digital Affairs pointed out that the "Transnational Civil Service Networking Session" is an extension of the "Facing the Ocean" event, and the event emphasizes moving from "real government issues" to "real community collaboration" models. In addition to inviting civil servants from different countries to discuss real problems they face in promoting digital policies, we also seek institutional innovation and policy solutions through community co-creation and cross-border dialogue to truly establish a cross-departmental, cross-border, and cross-national digital governance model for the exchange of ideas.

The Ministry of Digital Affairs explained that "Facing the Ocean" is a rare citizen technology platform in Asia for the exchange of ideas that focuses on transnational community collaboration. It is hosted in turn by citizen technology communities in Taiwan, Japan, and South Korea. This year's event is hosted by Taiwan's g0v civic community, and co-organized by Japan's Code for Japan and South Korea's Code for Korea. As a platform for encouraging proposals from the community, cross-sector collaboration and prototype co-creation, and fostering innovative implementation of public issues such as open government, public-private partnerships, and digital democracy, "Facing the Ocean" is not only a technology-oriented hackathon, but also an important venue for implementing "continuous dialogue and trustful cooperation" between the government and the private sector. To facilitate the exchange of ideas between countries, real-time translation support will be provided throughout the event to break down language barriers and enhance cross-cultural communication and understanding. Employees of government agencies no longer confine themselves to the role of executors, but also become key drivers of innovation and co-creation.
