Ministry of Digital Affairs Hosts 2025 Digital Identity Wallet International Forum: Global Experts Discuss Digital Trust and Innovative Application Potential

As global digital governance and cross-border data flows accelerate, digital trust and personal data autonomy have become core issues of international concern. Today (23rd), the Ministry of Digital Affairs (MODA) hosted the 2025 Digital Identity Wallet International Forum, bringing together government and industry experts from the United States, France, and New Zealand, along with domestic representatives from finance, healthcare, retail, education and other sectors. The forum explored the real-world implementation and international interoperability of digital identity wallets, working together to build a secure, trustworthy, and borderless digital future.

This forum centered on digital identity wallets as the core theme, emphasizing that individuals can autonomously control their own data while ensuring privacy protection and cross-border interoperability. International experts shared global trends, and domestic participants from industry, government, and academia jointly examined technical challenges and practical strategies. These efforts are expected to create more opportunities for Taiwan to engage in the wave of global digital transformation.

The forum highlighted five key focus areas:

  • Public-Private Collaborative Innovation
  • International Application Scenarios
  • Business and Ecosystem Models
  • User Experience
  • Trust-based Implementation Strategies

For example, the California Department of Motor Vehicles (DMV) shared its experience integrating digital driver’s licenses and vehicle registrations into public transportation and traffic management. New Zealand’s Department of Internal Affairs discussed how it co-created the country’s digital identity blueprint through public-private partnership. A representative from France explained efforts to establish trust and interoperability for the European Union’s digital identity wallet. Through these in-depth discussions among domestic and international government representatives, experts, and scholars, participants gained a deeper understanding of the future application potential of digital identity wallets.

The Ministry of Digital Affairs noted that the global digital ecosystem is evolving toward jointly building technology and trust, and that digital identity wallets will become indispensable infrastructure. Moving forward, while safeguarding personal privacy and information security, such wallets will facilitate data sharing and cross-border applications, and foster cross-sector collaborative efforts to build a competitive digital ecosystem. This collective initiative will help pave the way toward a more secure, open, mutually trusted, and highly connected digital future.
