Due to Taiwan’s unique political and economic situation, the country faces not only a complex global cyber security environment but also severe cyber security threats, making the continuous implementation and improvement of cyber security measures a necessity. Therefore, the Executive Yuan set up the Cyber Security Office on March 8, 2013, and officially established the Department of Cyber Security on August 1, 2016. On June 6, 2019, the Cyber Security Management Act was announced to consolidate national cyber security mechanisms, incorporating the country’s overall cyber security measures into the legal system. On January 19, 2022, the Organizational Act of the Ministry of Digital Affairs (moda) was announced through a Presidential Order. To plan national cyber security policies, review, approve, supervise, and assess programs, implement national cyber security measures, conduct drills, and audit the defense of works and telecommunication infrastructure, the Administration for Cyber Security (hereinafter referred to as "the Administration") is established under moda.

According to the Administration’s organizational act, the Administration is responsible for the following:

  1. Planning and implementing national cyber security policies and regulations
  2. Planning, coordinating, promoting, supervising, and assessing major national cyber security programs and resource allocation
  3. Planning, promoting, and implementing cyber security management and defense mechanisms for national critical infrastructures.
  4. Promoting and implementing national cyber security incident detection, notification, and response mechanisms
  5. Promoting and implementing cyber security-related drills and audits
  6. Planning, promoting, and implementing cyber security education, training, and awareness promotion
  7. Promoting and implementing international exchanges and cooperation on cyber security 
  8. Evaluating and auditing cyber security works at government agencies and public entities
  9. Coordinating government agency and public entity cyber security personnel training and evaluation
  10. Other works relating to cyber security.
